Method

How the register is built.

Where every row comes from, how it is counted, and what each label means.

Sources

Every page is computed from an official open-data register and names it, with its licence: the proactive disclosure of contracts and of grants and contributions of the Government of Canada, USAspending, AusTender, GETS, Contracts Finder, Doffin, the Tenders Electronic Daily notices of the European Union, and the open contracting publications of other governments. Rows are read as published. Nothing is added from private sources.

One contract per award

Registers publish an amended contract as a new row that carries the whole value again, so summed rows count the same money more than once. Amendments are folded into the original award: one contract, one value, its amendments listed under it. The finding on amendments.

Uncontested awards

Uncontested awards by country.

Excluded firms

Firms on official exclusion lists (SAM.gov exclusions of the United States, the World Bank list of debarred firms, the Government of Canada list of ineligible and suspended suppliers, the United Kingdom debarment list) are shown on their supplier pages. A firm is matched by an exact identifier; a match by name alone is checked by hand and is not shown otherwise. Awards dated inside an exclusion period are listed with their dates from the source register.

Grants and contributions

Departments file amendments of an agreement under new reference numbers, so the same agreement can appear several times. Each agreement is kept once, at its latest amendment. Agreements with private individuals are counted, and the individuals are not named.

Updates

Pages are rebuilt from the registers as the registers publish; every page states the date of its data. Open tenders are rebuilt every day.

Access and citation

Every page is open to read, copy and cite. Each page carries an Assay record number and a citation line. The same records are served as JSON at /api/v1; machine access in volume runs on an API key.
